摘要
在阐释依法行政及理论必要性的基础上,分析当前中国还存在的经济社会发展不平衡、社会群体法治观念不强、执法人员素质参差不齐、依法行政体制机制不健全等方面对依法行政的现实制约,并从法制宣传教育、机制理顺和政府职能转变三个方面探寻实现依法行政的针对性措施。
On the basis of the elaboration about administration by law and the theoretical necessity,the paper tries to analyze the practical restraints on administration by law,such as unbalanced development of economy,the low rule-of-law consciousness of the social group,unevenness of the administrator＇s capacity and imperfection of the administrative system and mechanism. Correspondingly,the paper tries to seek the countermeasure to the realization of administration by law from three aspects： the rule-of-law consciousness cultivation and the publicity of law,the rationalization of the mechanism and the transformation of government functions.
