摘要
余瓗是清政府派遣的首任驻日本长崎领事,驻扎长崎长达六年。他在担任领事期间积极开展对日情报收集活动,并上书总理衙门及北洋大臣李鸿章,建议防范来自日本的威胁,发展海军援护朝鲜。他最早提出设立海军衙门以统一海军指挥权的建议。在完成了由传统封建文人向近代外交官转变的同时,余瓗也为晚清的国防建设带来了新的观念。
Yu Qiong was the first consul appointed by the Qing Government to Nagasaki of Japan ,and he had been stationing there for six years .When acting as the consul ,he carried out intelligence gathering activi-ties about Japan .He wrote to Zongli Yamen and Li Hongzhang ,the Northern Ports coastal chancellor ,to put forward suggestions that defense works should be done to prevent threats from Japan ,and the navy should be developed to aid and protect Korea .He was the first person to suggest establishing the navy Yamen to unite the commanding power of the Navy .While transforming from a traditional feudal literati to a modern diplomat , Yu Qiong had brought some new concepts to the defense construction of the Late Qing Dynasty .
