摘要
针对跨流域调水工程项目资金投入量大、时间跨度长、涉及面广等特点,结合水利投融资体制改革的要求,总结了跨流域调水工程项目投融资模式决策的影响因素,并具体分析了各因素对于投融资模式决策的影响机理。在此基础上,基于主成分分析法,构建了跨流域调水工程项目投融资模式的决策模型。将该方法应用到某跨流域调水工程项目投融资模式决策中,结果表明公私合作模式是最佳的投融资模式。
Interbasin diversion project has many characteristics such as large amount of capital investment,long time span and wide coverage. The influencing factors were analyzed and the decision model of financing model decision method of interbasin diversion project was established based on principal component analysis method. As a test,the decision model of financing was applied to an interbasin diversion project. The results show that the PPP model is the best financing model.
