摘要
目的构建一套以工作量核算为基础的科学、合理、公平的护理绩效核算方案。方法引入以资源为基础的相对价值比率评估系统(Resource-Based Relative Value Scale,RBRVS),逐项确定护理操作及相关项目的相对价值比率(Relative Value Scale,RVS)和货币转换系数(Conversion Factor,CF),核算护理人员直接工作量;参考护理时数核算护理人员的间接工作量、注射工作量、夜班工作量等,同时对耗材及人事成本进行有效管控。结果实施以工作量为基础的护理绩效方案,能提高护士工作积极性,提高护理工作效率,节约护理人力资源,节省可控耗材。但构建和实施需要统筹设计、通力合作、精细分工、稳步推进。结论建立在RBRVS评估系统基础上的护理绩效方案具有可行性。
Objective To formulate a scientific,reasonable and fair model of nursing performance management based on workload estimation. Methods According to the Resource-Based Relative Value Scale (RBRVS) system, the Relative Value Scale (RVS) and Conversion Factor (CF) of each nursing procedure were determined to estimated direct nursing workload. Moreover,the indirect nursing workload,workload on injections and night shift were calculated. Results The new model of nursing performance management based on the RBRVS system could improve nurses' work enthusiasm and work efficiency,saved nursing human resources and controllable materials. Formulating and implementing the new model needs overall design and collaborations. Conclusion The new model of nursing performance management based on the RBRVS system achieves good effects and is proved to be applicable.
