摘要
市场经济的发展以及与之相伴的经济社会文化的深刻变革,要求山东必须加快推进地方政府创新。地方政府创新在战略层面应在施政理念、功能角色、行为方式等方面做出适时调整;在实践和战术层面,应把握好体制空间、官员政绩需求以及公众主要关切三者的平衡,尤其要以公众需求作为创新的主要考量。不论从逻辑上还是历史发展要求上,服务型政府都应该成为地方政府创新的价值指向。
With the development of market economy and the profound economic,social and cultural changes,it requiresthat Shandong province must accelerate local government innovation. On the one hand,we should make timely adjustmentsin administrative ideas,functional roles and behaviors at the strategic level. On the other hand,we should grasp the bal.ance of system space,official achievement pursuit and the main concern of the public at the practical and tactical level,particularly taking the public demand as the main consideration of innovation. No matter the requirements from either thelogic or the historical development,public service-oriented government should be the development direction of local govern.ment innovation.
