亚马尔LNG项目开辟中俄能源合作蹊径 被引量:5

摘要 中国石油改变以往只与俄罗斯国有石油天然气公司寻求合作的传统策略,通过不懈努力,2013年与俄罗斯最大私人天然气生产公司诺瓦泰克(Novatek)达成收购其旗下亚马尔LNG公司20%股份的协议。亚马尔LNG项目是集气田勘探、开发、生产、LNG工厂建设和运营、融资、船运和销售一体化的合作项目,该公司另一股东、能源巨头法国道达尔为其带来了先进的管理和技术经验,该项目本身还享有广泛的税收优惠政策。这些因素使其具有俄罗斯境内其他LNG项目没有的优势。该项目的成功收购表明,与背景深厚的俄罗斯私人公司合作或许是中俄能源合作的一条新路径。 On the basis of experience acquired and lessons learned over the years and after much hard work, CNPC switchedin 2013 from a conventional strategy of cooperating only with Russian state-owned oil companies and succeeded in acquiring 20 percent of Yamal LNG, a subsidiary of Novatek--the biggest private gas company in Russia. Yamal LNG is an integrated collaborative project that includes gas field exploration, development, and production, construction and operation of an LNG plant, finance, sales, and shipment. Another shareholder–French energy giant Total–has brought experience in advanced management and technology. Moreover, the project enjoys wide-ranging tax incentives. All these factors provide the project with advantages not enjoyed by other Russian LNG projects and put the project in compliance with the policy of cooperation with Russia. The successful acquisition shows a depth of background in Russian private company energy cooperation and may be a new path to Sino-Russian energy cooperation.
