摘要
本文以我国当前水务行业为背景,建立了污水处理厂BOT项目风险评价体系,对项目风险进行全面系统的识别,并用定性与定量相结合的方法对其进行合理分配,最后通过层析分析法对项目主要风险进行有效评定。实例应用显示,所建立的评价体系能够定量反应风险指标和备选项目投资者对项目的影响程度,为地方政府提供了科学决策依据。
BOT project risk evaluation system of sewage treatment plant is established with China current water industry as background. Project risks are comprehensively and systematically analyzed. Qualitative and quantitative methods are combined to rationally allocating project risks. Finally, chromatographic analysis method is adopted for effectively evaluating main risks in the project. Example application shows that the established evaluation system can quantitatively reflect influence of risk indicators and optional project investor on the project, thereby providing scientific decision-making basis for local government.
