含光伏发电的配电网有功无功资源综合优化配置 被引量:64

Optimal Configuration of Active-reactive Power Sources in Distribution Network With Photovoltaic Generation

摘要 针对配电网中光伏发电渗透率逐渐提高、而当前配电网光伏发电规划未充分考虑其无功调节能力的现状,研究将配电网中提供有功和无功的光伏发电、提供无功的电容器进行综合协调优化配置。考虑时序性和随机性,对光伏发电出力和负荷建立分时段多状态模型。以高于置信水平的年费用最小为上层规划目标函数,光伏电源和电容器安装位置和容量为上层优化变量,以高于置信水平的运行年费用最小为下层规划目标函数,每个时段光伏发电无功出力和电容器投切状态为下层优化变量,建立嵌入机会约束规划的二层规划模型。因为考虑光伏发电的无功调节能力以及运行中电源出力随负荷变化的调整,所以配电网损耗、电压等指标和目标函数计算更准确。采用分段二进制编码方式和精英保留策略遗传算法对二层规划模型求解。算例结果表明:配电网中光伏发电、电容器综合配置有利于提高资源利用率、减少投资和运行费用;充分利用光伏发电的无功调节潜力,有助于保证配电网经济安全运行;同时,若光伏发电配合微型燃气轮机等可控电源,可获得更好的投资与运行效益。 According to the situation that photovoltaic (PV) generation penetration increases gradually and the reactive regulating capability of PV generation is not fully considered in distribution network planning, this paper studied compre-hensive configuration of PV generation, which provides active and reactive power, and switch capacitor, which provide reactive power. Considering the time-sequence characteristic and randomness of load and solar, multi-state model in different periods was established. A bi-level programming model embedding chance constrained programming was proposed, which considers reactive regulating capability of PV generation and adjustment of electrical source output with load changing during operation. The model takes the minimum annual cost above confidence level as the upper level planning objective function, the minimum annual operation cost above confidence level as lower level planning objective function. The elitist strategy genetic algorithm based on segmented chromosome coding was applied for solving bi-level programming model. The simulation results of example show that comprehensive optimal configuration of PV generation and switch capacitor can enhance the utilization of active-reactive power sources as well as reduce investment and operation costs, and it is helpful for the safe and economic operation of distribution network to make full use of PV generation’s reactive potential. Meanwhile, better investment and operation benefits can be obtained when incorporating PV generation with controllable sources such as micro-gas-turbine (MGT).
