摘要
2011年温州市为了提升机关工作效能,开始实施即办制度。通过三年的实施,在促进机关思想观念转变、机关工作规范化、电子化和助推市委、市政府中心工作完成方面取得了不俗的成绩。但同时也存在制度模糊性强、考核分类科学性不足等问题。在不断推进温州政府转型的背景下,即办制将继续完善发展。
In order to improve office efficiency, Wenzhou began to implement the “Rapid Processing Principle” in 2011. In three years’ implementation of the principle, authorities of Wenzhou city have successfully promoted ideas of changing authorities working concepts, further standardizing authorities working ethics and deepening computerization level in working, and gained reasonable achievements in pushing core works of both municipal party committee and municipal government. However, there are also some issues (like strong fuzziness of principle, lacking of scientific appraisal classification, and so on) that needs settling late. Under the circumstance of advancing transforming functions of governments, Wenzhou will further develop the“Rapid Processing Principle”.
