摘要
垄断行业国企高管薪酬的行业间差异和行业内差异大;垄断行业高管薪酬高于非垄断行业一般国企和民企;东部地区高管薪酬和内部差距都高于中西部地区;垄断行业国企高管持股比例低,持股收益额度相对较小。此外还存在隐性福利、薪酬结构单一、薪酬信息披露制度不健全、与企业绩效关联度低等问题。为此,要把加强政府监管及宏观指导力度、完善国企高管薪酬信息披露机制、实现薪酬与企业业绩挂钩、优化薪酬结构等作为垄断国企高管薪酬规制体系创新与完善的主要探索方向。
The compensation for executives in state-owned monopoly industries differs greatly among different industries and within the industry; the compensation for executives in monopoly industries is higher than that in non-monopolistic state- owned enterprises and private industries; the compensation for executives and the internal gap in the eastern area is higher than that in the Midwest regions of China; the SOE executives in monopoly industries hold lower rate of stock as well as a rel- atively small amount of stock revenue. There also exist the following issues, such as the hidden benefits, singular salary struc- ture, defective salary information disclosure system and lower correlation to business performance. Therefore, the government should strengthen supervision and macro-guidance, improve the SOE executive salary information disclosure mechanism, link remuneration to corporate performance, and optimize the structure of the remuneration. These are major exploration directions for innovation and improvement for the regulation system of executives' compensation in state-owned monopoly industries.
