摘要
公共物品的使用关系到一定社会群体的利益,而利益是调动人们行为的重要驱动力,同时公共物品的有限性增加了人们对其的关注度。村级资金的使用关系到村民的切身利益,利益分配是基层自治的重要变量,因此,村级资金的使用涉及基层民主决策的构建。在公共理性的价值追求下,基层民主的构建应完善党的领导方式,完善监督与评估机制,将资金使用纳入法制化运行轨道,充分实现基层公民的自治目标。
The using of public goods is related to the interests of some social groups,and the benefits is an important driving force to mobilize people＇s behavior,meanwhile the finiteness of public goods is an increasing concern of people. It is important to the interests of the villagers as to how to use the village＇s funds. The distribution of benefits is an important variable for grassroots autonomy,therefore,the using of village funds has some bearing with the decision-making construction of grassroots democracy. Under the value pursuit of public reason,the party should improve the leadership,the monitoring and evaluation mechanism should be established and the using of funds must be taken into the legal orbit in order to achieve the target of grassroots autonomy.
