摘要
为有效提高农业科技服务的供需对接效率,以农业科技服务需求为主导,以供给投入产出效率和需求满足程度最高为目标,从需求特征、供给特征和信息认知等微观影响因素出发,选取指标对供需对接有效性进行衡量,并采用主成分分析和灰色关联分析相结合的综合赋权法识别指标重要度,从而根据指标重要度制定相应的政策措施,强化农业科技服务供需对接的有效性。研究表明:方法同时考虑供给和需求的利益关切,能有效提高农业科技服务产出效率,更有利于供需有效对接的实现;指标重要度的识别能准确筛选出显著影响供需对接有效性的指标,为农业政策的制定提供指导,使其更易达到政策目标。
In order to improve supply-demand connection efficiency of agricultural science and technology service,took user demand as the leading factor,aimed at the supply input-output efficiency and demand satisfaction,from the perspective of some micro influence factors such as demand characteristics,supply characteristics and information cognition,selected indexes to measure supply-demand connection efficiency,and used integrated weight method with the combination of grey relational analysis and principal component analysis to identify the importance of each index,which can help lay down policies to enforce the efficiency of supply-demand connection.The studies indicate that,the method proposed in this paper takes supply and demand into consideration at the same time,which improves the output efficiency of agricultural science and technology service significantly,and is better for the realization of supply-demand effective connection.The importance identification can select the most significant indexes correctly,which can provide effective guidance for policy-making,and make the achievement of policy goal easy.
