摘要
美国的新能源政策有较突出的两面性.一方面,由于缺乏共识基础,美国迄今没有出台国家层面的新能源发展规划和目标.来自党派政治的干扰对政策的稳定性和可预测性构成持续的挑战.但另一方面,联邦和地方政府推出的一系列扶持政策,使美国风能和太阳能产业近年来保持了较高的增长速度.透过这种两面性可以看到,美国新能源政策的发展有较明显的渐进性,且在很大程度上是个自下而上的进程.
US policy on new energy is characteristic of an outstanding duplicity. On the one hand,due to a lack of consensus basis,there have been no development plan and goal so far on the national level in US. Interferences from party politics continuously challenge the stability and predictability of policy. On the other hand,a series of supportive policies set forth by federal and local governments promote sustained fast growth of wind and solar energy industry. Through this duplicity,it can be seen that the development of US policy on new energy is clearly an evolutionary and to a great extent a from-below-to-above process.
