摘要
农村饮水困难是历史上遗留给甘肃人民的一个长期未解决的问题。新中国成立后,甘肃省农村饮水大致经历了寻水吃、找水吃、引水吃、吃好水的过程。通过查阅大量资料、深入县乡调研,对全省农村饮水工作所处阶段进行了研判,分析了农村饮水工程建设和管理中存在的问题,提出了筹措资金,强化管理,稳定解决饮水安全问题的对策措施及谋划做好"十三五"饮水安全提质增效工作的意见建议。
Lacking adequate drinking water has been a long-term problem suffered by rural population in Gansu Province. Since new China was established, the rural areas of Gansu has experienced a history of searching for water, finding water, diverting water and accessing better-quality water in rural areas. Current status of drinking water supply is investigated through reading of documentation and survey in counties and towns. Problems with drinking water project construction and management are evaluated. It is suggested to strengthen funds raising and governance, safeguard water supply and incorporate suggestions on high quality and effectiveness into the 13th Five Year Plan for safe drinking water supply in rural areas.
