摘要
保障乒乓球人力资源的可持续发展是我国乒乓球项目长盛不衰的重要保证。运用问卷调查、数理统计和实证分析等研究方法,开展对天津市乒乓球人力资源发展的投入与产出、人力资源利用效率及其代价的调查研究。研究认为,天津市乒乓球人力资源利用效率低下、乒乓球人才浪费与流失严重是天津乒乓球发展失衡,大众乒乓球发展滞后,乒乓球的社会边际效应不佳的重要原因。对此提出以环境经济理论为导向,变革当前的乒乓球发展模式,通过构筑资源循环型发展方式的理论与实践体系,使乒乓球事业以最小的资源代价获得最大化的资源效应,为实现我国奥运战略和全民健身战略服务,为政府以及相关部门制定促进民生建设的社区公共体育资源配置政策提供理论与实证依据。
Regarding Tianjin as an example,based on the literature and empirical analysis, targeted on research of the input - output of human resources of table tennis in Tianjin,the utilization efficiency and cost of human resource,the children and their parents taking parting in the training of table tennis at all levels of physical schools of Tianjin and some citizens’ attitude and demand in some communities,the paper shows that the lower utilization efficiency of human resource in Tianjin and the waste and serious loss of talents of table tennis lead to development imbalance,development lag of mass table tennis and the poor marginal effect of society. Aiming at the problems,the paper points that we should take environment economy theory as guide,transform present developing mode of table tennis,establish resource recycling development mode theory and practice system to make the career of table tennis to get the maximization effect with the minimum resources,to realize the service of Chinese Olympic strategic and the national fitness program,to supply policy to provide the theory and empirical evidence for the communities of the people’s livelihood public sports resources in governments and relevant departments.
