摘要
慈善组织是非政府的、非营利性的社会公益组织。在新农村建设过程中推进慈善组织建设,有助于传播慈善和公正理念、有助于完善农村社会救助与社会保障体系、有助于推动农村公共事业发展、有利于促进农村民主监督,完善乡村自治。农村慈善组织在发展过程显现出准入难、监管松、制度安排漏洞、发展区域不均衡等问题。农村慈善组织参与新农村建设可以选择政府主导的路径、社会进入的路径和内生培育的路径。
The charitable organizations are non-governmental and non-profit social welfare organizations.Promoting the construction of charitable organizations in the process of socialist new rural construction, will help spread the concept of charity and justice, help improve the social assistance and social security system in rural areas, help improve the development of rural public utilities, and promote the rural democratic supervision and rural autonomy. In the development of charitable organizations in rural areas, there are some issues including the difficult access, loose regulation, the institutional arrangements＇ weakpoint and the regional imbalance of development. Rural charitable organizations＇ participation in the new rural construction can choose the government-led path, the path of social entering and the path of endogenous nurture.
