摘要
高校人事代理制度于2000年在L省推行以来,效率目标基本实现,但人事代理制教师因群体诉求得不到有效满足,其组织行为在心理和行为层面呈现出有别于编制内教师的系列特征。运用组织行为学的理论方法对该群体的行为特征及产生原因展开分析,认为政府职能部门应不断完善人事代理制度;高校应多角度对代理制教师优化管理;人事代理制教师应做好专业成长规划。
The objective of the personnel agency system of colleges and universities has basically realized since its implementation in L province in 2000.However,as the group appeal is usually not responded to in the personnel agency system,its organizational behavior is different from that of the establishment staff at the psychological and behavioral level.The group's negative organizational behavior has adverse influence on the implementation of the system and the stable development of the school.By employing the theory of organizational behavior,the present article analyzes the characteristics of the behavior of the teacher group in the personnel agency system and their attributing factors and explores the ways to optimize the personnel management of colleges and universities from three aspects,namely the government,the school and the teacher.
