摘要
社会养老保险制度是一项影响农民工市民化的重要制度。目前,农民工参加城镇职工养老保险成为了正式的制度安排,但政策实施效果并不理想,究其原因,农民工、企业、政府以及政策本身都存在一些不利的影响,为此,必须从完善现行养老保险制度、强化企业社会保险责任、提高农民工参保意愿等方面入手,积极加强农民工养老保险制度建设,不断推进农民工市民化的进程。
As an institutional factor,the system of social endowment insurance influences citizenization of migrant workers. At present,it has become a formal institutional arrangement that migrant workers participate in endowment insurance for urban enterprise workers. But the effect of policy implementation is not ideal,the main reasons lie in migrant workers,enterprises government and policy as well,therefore,only by improving the system of current endowment insurance,strengthening social responsibility insurance of enterprises,increasing migrant workers willingness to cover insurance,actively strengthening the construction of the pension insurance system for migrant workers and eliminating system obstacle. To promote migrant workers citizenization process.
