摘要
通过分析当前国内粮食市场面临的紧平衡状态,以及国际粮食价格的走势,说明了"适度进口"是当前粮食进口政策的理性选择,能有效缓解国内粮食的产需矛盾。同时还需注意,粮食进口规模要适度、结构要合理、时机要恰当,并积极与"走出去"战略相结合。这既是中国保障粮食安全的客观要求,也是积极维护世界粮食市场稳定的重要措施。
By analyzing the current tight equilibrium situation in domestic grain market and the trend of international grain price, the authors aimed to certify that the ＂moderate import＂ policy, recently implemented, is the rational choice for China＇s grain import, and which could effectively buffer the contradiction between production and demand of grain. Meanwhile, it should be highlighted that the essential points in grain import are keeping moderate in quantity, rational in structure and suitable in timing and combination with ＂go global＂ strategy actively. These are objective requirements to ensure domestic food security as well as the significant measures to steady the global grain market.
