摘要
多年来,我国一直坚持努力推进产业转型升级,且取得了一定的成绩,但产业转型升级仍存在相对艰难的困局,我国处在全球产业价值链的中低端环节。我国产业转型升级存在艰难的困局,有多重原因,既有市场失灵、市场环境不完备等市场因素,又有政策协调配套程度不高、部分地方推进产业转型升级的动力不足等政府因素。今后,要坚持实施"完善市场、完善政策"双轮驱动,破解我国产业转型升级中的艰难困局。坚持运用市场手段推动产业转型升级,政府重点解决市场失灵和市场环境缺失。政府在推进产业转型升级时,应加强各政策之间的协调配合,地方在产业发展上形成分工合作局面,为产业转型升级营造良好的环境。
Over the years, China has been insisting on efforts to promote the transformation and upgrade of industry, and maken some achievements. The transformation and upgrade is stil difficult, China is stil in the low-end of global value chain. There are many reasons, including market failure , the incomplete market environment, low degree of policy coordination ,the lack of impetus. In the future, we should adhere to implement the double strategy of perfect market and perfect the policy. We insist on using market means to promote industrial upgrade. The government should focus on solving market failure and the lack of market environment. At the same time, the government should strengthen the coordination of various policy coordination, promote the cooperation of local government in the process of industrial upgrade.
