摘要
改革开放以来,山西省和辽宁省两个资源型老工业基地由于存在路径依赖及其锁定效应的影响,制造业发展相对缓慢。在加快转变经济发展方式的攻坚时期,二者均面临着老工业基地改造、经济结构调整、制造业转型升级等前所未有的挑战。通过对山西省和辽宁省两个资源型老工业基地历史演进的梳理,认为制造业振兴的成效主要体现在地区资源优势日益凸显,制造业产业集群已初具规模,但也存在制造业传统发展模式难以为继,将振兴制造业等同于重新振兴传统产业等现实问题。因此,构建具有核心竞争力制造业聚集区,实现信息化与工业化深度融合,充分发挥地方政府的引导激励作用是今后资源型老工业基地制造业振兴的路径选择。
Ever since the reform and opening, the manufacturing industrial development of the two old industrial bases, Shanxi and Liaoning , has been relatively slow due to the influence of the path dependence and lock-in effect. In the crucial period of accelerating the transformation of the of economic development mode, both of them are faced with the unprecedented challenges , such as the old industrial bases transformation, economic structure adjustment and the transformation and upgrading of manufacturing. Through combing the historical evolution of the two old industrial bases, we think that the effect of the revitalizing their manufacture industries mainly reflects on their advantages of regional resources , and the manufacture industries clusters has begun to take shape. However, the problems are that the traditional manufacturing development model is un-sustainable and that the revitalization of manufacture industries is simply considered equivalence to the revitalization of traditional industries. In thefuture, to build the manufacture industrial clusters with core competitiveness, to realize the depth fusion of informationalization and industrializa-tion, to play the effect of the guidance and inspiration of the local government fully , could be the path of the revitalization of manufacture indus-tries in the old industrial bases.
