摘要
文中从船舶签证规则制度的形成开始,梳理了船舶签证这一具体行政行为所承载的权利和义务,最后提出取消船舶签证后的一些海事监管建议。
Proceeding from the development of the ship endorsement rule system, the paper sorts out the rights and obligations undertaken by ship endorsement as a specific administrative act and proposes suggestions for the control of maritime safety administration after the abolishment of ship endorsement.
