摘要
本文首先利用引力模型研究了1992-2012年27个国家(地区)的食品安全标准对中国农产品出口量的影响,结果显示食品安全标准的高低与我国农产品出口成正相关关系,说明食品安全标准是限制我国农产品出口的重要因素之一;其次,本文借助弹性指数,模拟了当进口国采用国际食品法典委员会标准时我国农产品出口的变化情况,结果显示当进口国换用上述标准时,除美国外,我国对各国的农产品出口都将有不同程度的增加;此外,本文还模拟了食品安全标准提高所带来的关税效应,计算得出了与MRL变化所带来的出口效应相当的关税变化量,再次证明了食品安全标准对我国农产品出口的限制作用。本文依据结论提出了相应的政策建议。
Using data covering 27 importing countries from 1992 to 2012, this paper applies Gravity model to study the impact of food safety standards on China＇s agricultural exports. The findings indicate that the international food safety standard is positively correlated with China＇s agricultural export, which means the food safety standard serves as one of the key restraints to China＇s agricultural exports. Furthermore, this paper predict the results supposing all the importing countries replace their standards with the standard proposed by CODEX, coming up with results showing that China＇s agricultural export will increase to some ex- tent if the safety standard does change that way. Meanwhile this study further predicts the effect on tariff supposing the safety standard is improved by calculating the tariff change equivalent to the effect of export brought about by MRL change. The constraints of food safety standards on China＇s agricultural export are further testified. To conclude, this paper proposes some policy recommendations accordingly.
