摘要
文章使用了我国海关统计的29个省份2002年、2005年、2008年和2011年的HS6位编码数据,讨论了进口关税削减对我国各省份出口产品质量升级的影响。与其他的研究贸易自由化的文献不同,本文的研究表明,在不同的国际国内出口产品质量前沿差距下,进口关税减让对我国各地区出口产品质量升级的作用方向不同。进口关税削减对那些远离出口产品质量前沿的产品种类的出口产品质量升级的作用为负;在面对削减关税水平对国内市场带来的激烈竞争的情况下,那些与国际国内出口产品质量前沿接近的产品种类更有可能通过参与技术创新和更多地使用高质量的进口中间投入品,来进行出口产品质量的升级。此外,本文的研究还表明,非市场化介入在短期内可能是有效的,但在长期则会带来大量的成本,不利于我国各地区企业出口产品质量的升级。一般贸易和加工贸易在一省市贸易中的比例会影响该地区企业在面对开放市场时采取的质量升级上的调整机制。
Utilizing the HS6-digit encoded data in 2002, 2005, 2008 and 2011 of 29 provinces collected from China＇s customs statistics, this paper discusses the impact of import tariff reduction on quality upgrading of export products of China＇s provinces, coming up with findings different from other studies in the literature of trade liberalization. This study proves that under different international or domestic quality frontier gaps of export products, the impact of import tariff concessions on quality upgrading of ex- port products in various regions vary significantly. Import tariff reductions will have a negative impact on the quality upgrading of export products that are distantly away from the quality frontier; in the face of fierce competition brought about by reductions in tariffs in the domestic market, the products types that are close to the international and domestic export products quality frontier are more likely to materialize the quality upgrading of export products through innovation and the use of more high-quality imported intermediate input products. In addition, this study also finds that non-market intervention may be effective in the short term, but in the long term it will incur excessive costs, which is not conducive to the quality upgrading of export products in various regions in China. Generally, the proportion of normal trade and processing trade in a provincial trade will affect the region＇s adjustment mechanism for quality upgrading in the face of an open market.
