摘要
建设现代农业示范区对我国发展农业现代化具有重要作用。现代农业示范区通过传统农业向生态农业转变,从根本上减少化肥和农药的使用;通过土地适度流转,扩大农业经营规模,有利于农业面源污染控制;通过农业废弃物资源综合利用,防止水、土壤及大气污染;通过沟涵路渠及防护林网等基础设施建设,减少水土流失,提高环境污染治理水平。但也可能产生新的农村生态环境问题,比如城市污染物转移、增大白色污染处理难度及生活污染物的增加。因此,必须增强现代示范区环境治理与保护意识;制定有利于农村环境保护与治理的现代农业示范区规划;加大农村环保资金投入力度,加强污染物处理基础设施建设;制定优惠政策,鼓励环保型企业入驻现代农业示范区;选择生态、安全农业科技示范项目与示范区进行对接。
Construction of modern agricultural demonstration area was a key link of the development of agricultural modernization. Modern agricultural demonstration area could effectivly decrease the usage of chemical fertilizer and pesticides, control agricultural non-point source pollution, prevent pollution and raise environmental protection level by transforming traditional agriculture to ecological agriculture, allowing land transfer, expanding the scope of operation, enhancing infrastructure construction, such as road, ditch and protective forest tries. But it also causes some new environmental issues, like the transfer of urban pollution, increasing the difficulty of white pollution procession and the amount of domestic pollution. So, we should strengthen the consciousness of environment governance and protection, setting policies which are benefits to rural environmental protection, increasing the funds of the rural environmental protection, reinforcing infrastructure construction of pollutant disposal, setting preferential policies, encouraging environmental friendly enterprises entered to modern agricultural demonstration area and joining agriculture demonstration projects and areas which are ecological and salty.
