摘要
我国农业发展资金供给与资金需求间的缺口较大,各市场主体资金供给动力不足,且资金使用效率低下。应构建以政府为主导,以市场为主体农合组织和涉农企业共同作用,且结构优化协调有序的现代农业市场资金支持体系。在充分发挥市场在资金配置中的决定性作用的前提下,敦促政府以宏观调控者身份进一步臻善农资血脉系统,通过稳定的宏观惠农政策和涉农法律支持,为现代农业发展提供制度红利。
In China, the gap between agricultural development fund supply and demand for funds is very large, the market capital supply power is insufficient, and efficiency of capital use is very low. The paper puts forward the coordinated and orderly, structure-optimized support system of capital market of modernized agriculture which is taking market as the main body, the government as the leading, and has the common interaction together with agricultural enterprises, agricultural co- operative organizations. On the basis of fully playing a decisive role in the allocation of the capital in the market, the gov- ernment as the macro-controller ought to enhance the agricultural resources blood system, through the stable macro agricul- tural benefiting policy and agricultural legal support, and provide institutional bonus for modernized agricultural development.
