摘要
文章运用归纳总结和问卷调查等方法,在简要地分析了研究背景的基础上,对"新一轮林改"和"后林改时期"等主要概念进行了界定;随后经论证指出,在当前的后林改时期,科技与林权改革、林业发展及林区新农村建设之间均存在着密切的关系;接着重点分析了科技对于福建林区的生产发展、生活宽裕、乡风文明、村容整洁和管理民主等新农村建设的核心内容所具有的直接和间接促进作用,认为科技是推动福建林区新农村建设的最重要支撑力量;最后,认为应采取"推拉互动"的模式,即通过科技创新的推动和成果转化的拉动,双管齐下以提升科技进步的贡献率,从而增强科技对林区新农村建设的支撑能力。
Based on the brief introduction of the research background, this paper defines some main concepts, such as "the New Round of Collective Forest Tenure Reform" and "the Period after Collective Forest Tenure Re- form", using the method of summary and questionnaire investigation. Then, this paper argues that science and tech- nology have close relationships with the collective forest tenure reform, and forestry development, and new rural construction in forest region in the current period after the Collective Forest Tenure Reform. This paper also ana- lyzes that science and technology play important direct or indirect roles to the new rural construction which include productive development, prosperous life, civilized custom, neat environment and democratic administration, and it is the most important strength to support the new rural construction in Fujian Forest Region. Finally, this paper sug- gests that the mode of the push of Science and technology innovation and the pull of achievement transformation should be taken, in order to increase the contribution rate of scientific and technological progress and enhance sci- ence and technology's ability to support new rural construction in forest region.
