摘要
深入研究技术进步对节能减排的作用,对于协调中国经济发展和环境保护的关系具有重要的现实意义。本文基于2000~2011年中国30个省份的面板数据,分别应用静态和动态面板数据模型,考察技术进步对二氧化碳排放的影响。静态和动态面板数据模型都表明前一期技术进步能够显著地减少本期二氧化碳排放,技术进步对节能减排有显著的作用,但是技术进步对节能减排的作用有一定的时滞。因此,中国应该加大研发投入,鼓励技术创新,加快技术扩散的速度。
An empirical analysis of the role of technology advance on energy-saving and emission-abating is significant for coordinating the relationship between economic development and environmental protection in China.Based on the panel data of 30 provinces in China from 2000 to 2011,this paper uses the static and dynamic panel data models respectively to probes into the impact of technology advance on carbon dioxide(CO2 )emissions.It can be concluded that both the static and dynamic panel data models show that the previous technology can significantly reduce current CO2 emissions,in other words,technology advance has important effects on energy-saving and emission-abating.However,the impacts of technology advance on energy-saving and emission-abating are of a certain delay.Therefore,Chinese should increase investment in research and development,encourage technological innovation,accelerate the rate of technology diffusion and prepare for the development of low-carbon economy.
