摘要
通过对全民健康覆盖目标及中国卫生体系问题的阐述与探讨,明确建立大病保险的重要意义。在对"旬邑模式"大病保险运行机制和实施效果分析的基础上,总结了"政府主导型"大病保险取得的经验:政策了解程度及满意度非常高、政策保障程序高且成效显著。提出了完善中国大病保险政策的两点建议:提高补偿程度与拓宽筹资渠道相适应、各地政府应因地制宜地制定大病保险相关政策。
Based on the analysis of the objective of universal health coverage and the issues of the health system in Chi- na, the great significance of establishing the critical illness insurance is explicit. Based on the analysis of the operating mechanism and implementation effect of the Xunyi mode critical illness insurance, the article sums up the experience of the government- oriented critical illness insurance that the policy understanding and satisfaction is very high, and the policy guarantee procedure and effect are remarkable as well. Two suggestions are put forth about the improvement of the critical illness insurance in China - to boost the reward degree which should correspond to the broadening of the finan- cing channel and to formulate the related policy of the critical illness insurance by the local government by regulating measures according to local conditions.
