摘要
"两书一表"是中石油基层组织HSE管理基本模式,通过列举管道施工中EPC管理模式下的HSE体系文件,说明"两书一表"已成为中国石油基层组织实施HSE体系管理的标志和品牌,规避了施工风险。但是"两书一表"在现场使用中也存在某些问题,本文针对性地提出了一些改进办法,以确保管道施工工程实现"零事故、零伤害、零污染"的HSE控制指标。
＂Two books a table＂ is basic HSE management pattern of grass-roots organization in China national petroleum corporation organizations（CNPC）. The HSE system documents at the EPC management mode were listed in pipeline construction. ＂Two books a table＂ has become a symbol and brand of grass-roots organization HSE system management in CNPC, which avoid the construction risks. But there also exist some problems in its field use. This paper put forward some improvement measures to ensure that ＂ zero accident, zero injury, zero pollution＂ of HSE control indicators in the pipeline construction project .
