摘要
目的为加强北京市定点三级医院监管提出合理化建议,保障新农合基金安全。方法选取北京市7个区县与6个三甲医院,收集相关数据,与区县卫生局与医院相关人员进行定性访谈,了解北京市新农合定点三级医院监管现状及存在的问题。结果目前各区县新农合管理机构对定点三级医院均无相应的管理措施,发生在三级医院的资金长期处于无人监管的状态,新农合基金的安全性受到了严重威胁。结论必须从市卫生局和三级医院两方面入手,通过制定相应政策与新农合管理部门改革等方式,加强新农合定点三级医院监管。
Objective To put forward reasonable suggestions for strengthening the supervision of tertiary hospitals in Beijing, thus ensuring NCMS fund safety. Method Selecting 7 districts and 6 tertiary hospitals of Beijing, collecting relative data, making interviews with staff of Bureau of Public Health and hospitals, and knowing the current situa- tions and existing problems of tertiary hospitals supervision. Result So far, NCMS Administrations of each district all had no corresponding management measures to supervise the designated tertiary hospitals. The fund occurred in tertia- ry hospitals was long in a state of free supervision, the security of NCMS fund was seriously threatened. Conclusion Beijing Health Bureau and tertiary hospitals should take measures to strengthen the NCMS supervision in tertiary hospi- tals, such as establishing policies, management reform and so on.
