摘要
城乡基本公共服务均等化成熟度模型不仅可以对政府推进城乡基本公共服务均等化水平的能力做出评价,而且可以为区域城乡基本公共服务均等化建设提出持续改进的方法与途径。文章首先回顾了基本公共服务的相关理论,然后提出了区域城乡基本公共服务均等化成熟度模型,将成熟度划分为4个等级(萌芽级、发育级、优化级、完全级),并对每一级别详加描述,最后提出了成熟度的评价方法。
Maturity Model For Equalization of the Urban-rural Basic Public Services is used for assessing the level of management capability on the balanced Supplying of Public Services for the Urban and the Rural Inhabitant as well as providing methods for continuously improving. This paper firstly reviews the relevant theories on the basic public services, then gives out the maturity model for equalization of the urban-rural basic public services, in which there are four grades including initial level, growth level, optimization level and excellent level and describes each level in detail.
