摘要
本文通过对消防工作职责和保险工作职能的理解与思考,从我国改革开放后国内保险业务恢复以来消防与保险工作的互动及其效果与现状的分析,就新形势下如何进一步履行消防工作职责,全面贯彻"预防为主、防消结合"的消防工作方针,同时,发挥商业保险的保障功能和社会管理功能,更好地服从和服务于社会主义市场经济发展的需要,提出了构建"以消防工作为基础、保险工作为补充、相互协作、有效联动"的市场化、社会化火灾防控体系的建议。
Based on the understanding and thought on the responsibilities of fire controlling departmentand insurance companies, this paper analyzes the effect and current situation of the interaction of fire controllingand insurance. It suggests how to carry out the responsibility of fire controlling, adhere to the policy of ＂preven-tion in the first place and integrating prevention with control＂. At the same time, to exert the security and socialfunction of commercial insurance to obey and meet the need of social market economic development. In the endthe paper proposes to construct a market - oriented, socialized fire controlling system according to the principle of＂based on fire prevention and controlling, supplemented with insurance, mutual collaboration and effective inter-action＂.
