摘要
四川省贫困人口众多,扶贫开发周期长、常规扶贫手段难以奏效,扶贫开发任务艰巨。按照我国"精准扶贫"的要求,四川省进一步加大扶贫工作力度,优化整合扶贫资源,确保扶贫到村到户,但目前精准扶贫工作仍处在探索创新阶段。针对四川省扶贫工作存在的扶贫对象不清晰、措施针对性不强等问题,提出了精准扶贫的具体措施,并结合创新考评机制、转变政府职能、推进两个跨越的战略思考,对四川省精准扶贫进行了探析。
Currently, there were 6.02 million people under the poverty line in Sichuan Province. Due to the long - term nature of poverty alleviation and inefficient conventional means, the task of poverty alleviation and development was arduous. According to the requirements of the precision of poverty alleviation by the State Council, Sichuan Province made greater endeavours to optimize the resources of poverty alleviation in order to ensure the poverty alleviation to the village households. However, the precision of poverty alleviation was still at the stage of exploration and innovation. This paper intended to examine the problems such as the indistinct target of poverty alleviation and the insufficiency of the related measures, and proposed the specific measures concerning the target, content and management of poverty alleviation, and meanwhile conducted an analysis of how to alleviate the poverty precisely in view of the innovative evaluation system, the change of governmental functions and the promotion of the ＂two leaps.＂
