摘要
伴随着全球化以及交通、通讯技术的迅速发展,国际移民的流量、流向和结构都发生了很大变化,总体规模更加庞大,形势更为复杂。一方面,国际人口迁移对提高移民接受国人口素质,促进接受国经济发展、政治民主化、文化多元发展、人口增长和就业以及在加速城市化进程方面起着重要的作用。另一方面,国际人口迁移给移民输出国造成人才流失,给迁入国带来了难民问题、非法移民问题和跨国移民犯罪问题等。国家之间应制订长期合作战略,将移民问题作为长期的,与全球化、现代化密切相关的社会过程来理解,最大限度地扩大移民所带来的好处,减少负面影响。
With the rapid development of globalization, transport, communication technology, there have been great changes in the size and structure of international migrants as well as in the target countries and regions. The scale of international migration is much larger, and the situation is more complicated. On one hand, international migration has brought many/yenefits to human society It plays an important role in improving the population quality of the receiving countries, promoting their economic development, political democratization, cultural diversity, population growth and employment, and accelerating their urbanization. On the other hand, the international population migration is talent out-resourcing to the country of the emigrants, and causes problems to the receiving countries, such as refugees, illegal immigration and transnational crimes. World countries should tbrnmlate long-term strategic cooperation agreement, understand immigration as a long-term social process closely related to globalization and modernization, maximize the benefits of migration, and reduce the negative influence.
