摘要
本文从公共管理的视角对中国计划生育政策演变过程中两种对立观点进行比较,认为争论双方的观点都有一定的依据,有些问题的产生是公共管理不到位造成的,与计划生育政策本身并无直接的关系。现阶段存在的一些社会问题不能全归因于计划生育政策,几十年来国家发展和人民生活水平的提高也不能全归功于计划生育政策。出现一些问题的主要原因是:政策内容不透明,政策宣传不准确,政策执行不到位,相关政策不配套,公共管理不到位。今后人口政策选择应该做到:人口政策调整的科学化、民主化,而不能情绪化、概念化和极端化;政府的责任要到位;要以人为本。
The present paper compares two contradictory opinions in the developmental process of China＇ s family planning process from the perspective of public management. This paper holds that opinions of both sides have their own proofs and some problems can be attributed to the vacancy of public management and have no direct relations with family planning policies themselves. Family planning polices alone should not be accused of causing some of social problems in the present stage and decades of national development and improvement of people＇s living standard also should not solely be regarded as the success of family planning policies. The main reasons are as the following： lack of transpar ency of policy content, inaccuracy of policy propaganda, mishandling of policy execution, discrepancy of relevant poli cies and vacancy of public management. Population policies from now on should try to make population policy adjust ment scientific and democratic,make government obligation at its due place,and policies should be peopleoriented.
