摘要
论文收集整理了全国11个沿海省市2007~ 2011年度海洋人才数量、人才结构与机构数量等数据资料,并对其进行分类成不同要素.通过对数据的标准化处理,和根据各要素对总支撑力的贡献大小赋予相应的权重,然后计算出各类要素支撑力的得分.结果显示:山东省海洋人力投入总体规模支撑力和人员结构支撑力在全国11个沿海省市中处于第一位置,优势明显.山东省海洋科技人力综合支撑力排广东市之后,居全国第二位.虽然属海洋人力投入支撑力最强的省份之一,但山东省海洋科研机构平均规模相对较小的现象应引起注意.
The article collected the numbers of marine scientific and technological talents, the features of marine talents structure, and the numbers of marine agencies available in 2011 from eleven coastal provinces and cities across China. The data were classified into different elements. After standardized processing, the data were given appropriate weight based on the contribution of the supporting force of various elements, and then score was calculated for each element. The results showed that among China's eleven coastal provinces and cities, Shandong Province was in the first place with regard to the supporting force of both the overall size of marine input and the marine talents structure and that the advantage of this province over others is obvious. As to the marine scientific and technological input support force, Shandong Province ranked second in the country behind Guangdong. Despite being one of the provinces with most marine human resources input, Shandong Province had a relatively small average size of marine research institutions, which should be noted.
