摘要
在现代城市建设和升级发展中,文化的引领功能主要表现为彰显特色、提升品位。发挥这一功能,内可优化市民的综合素质和产业结构,外可塑造城市的鲜明形象。值此文化创新城市格局、文化引领城市升级发展和长沙建设国际文化名城之时,长沙人要自觉摒弃自以为是、安于现状的文化心理,要紧紧围绕"全国争先、中部领先、全省率先"的目标定位,进一步发扬"敢为人先"的城市精神,充分发挥文化引领创新功能,渗透"以文育民、以文惠民、以文乐民、以文富民"城市发展理念,谋划新思路,开创新局面,真正把长沙建设成经济发达、文化繁荣、社会和谐、民生快乐、市民满意、世界称道的美丽城市、幸福家园。
In the course of a modem city construction and upgrading development the cultural leading function displays the unique feature and upgrades the quality of citizens. To play the cultural function is to enhance its resident comprehensive quality and to mould the unique image of the city. In case Changsha becomes an international cultural famous city the Changsha people are requested to give up the wrong cultural ideas such as being opinionated, being content with what they are and so on. They should set their aim of creating the advance and setting an example in the middle part of China. It is necessary to keep their cultural spirit of daring to be first in the cultural construction. It is the key of the culture innovation to construct Changsha into a worldwide famous city with the function of economic development, prosperous culture, harmony society and happy family.
