摘要
构建两型社会建设绩效评级体系,并进一步通过采用层次分析法对武汉城市圈2006年至2011年"两型社会"建设成效进行综合评价,并进一步基于STIRPAT模型对影响"两型社会"建设的经济、社会、资源、环境和技术因素进行实证分析。结论显示,武汉城市圈"两型社会"建设总体水平明显提高,但圈内各城市"两型社会"建设不均衡,武汉市对城市圈两型建设贡献较大;在武汉城市圈"两型社会"建设的影响因素中,国民收入、城镇化水平、综合能耗、废弃物综合利用、高新技术产业、碳排放强度等都会显著影响建设成效。武汉城市圈在未来的发展中,需要着力提升资源能源利用效率;提高居民人均收入,减少城乡收入差距;优化城市圈产业结构,发挥武汉集聚辐射作用,加快圈内其它城市发展;推进体制机制创新,加快一体化进程。
In this paper,the paper will first try to establish “two-oriented society on resource-saving and environmen-tally friendly”evaluation index system,and then make specific evaluation of the Wuhan city circle“two-oriented society”comprehensive evaluation from 2006 to 201 1 by using analytic hierarchy process (AHP). What is more,we will then make fixed effect and random effect regression analysis of the construction factors including economy,society,resources, environment and technological factors based on the impact of expanding STIRPAT model. Data analysis shows that the Wu-han city circle“two -oriented society”level in general is significantly improved,but is not balanced within the Wuhan cit-y circle. In Wuhan city circle“two -oriented society”impact factors,income,level of urbanization,energy consumption, waste utilization,high-tech industries,and carbon intensity will significantly affect construction effect. Thus Wuhan city circle should make more efforts to improve resource use efficiency,improve residents'per capita income,reduce the urban-rural income gap,optimize metropolitan industrial structure,improve concentration and radiation effect of Wuhan city, accelerate the development of other cities in circle,promote institutional innovation,and accelerate the integration process.
