摘要
实证分析发现,我国政府卫生支出与财政总支出之间既不存在长期稳定的均衡关系,也不存在格兰杰因果影响关系,当年政府卫生支出几乎只受上年和前年政府卫生支出的影响,财政总支出的增减不会直接影响政府卫生支出的增减,反之亦然。可见,政府卫生投入的增长机制尚未真正形成,应该引起足够重视。最后,简要分析了原因并提出了建议。
Empirical analysis shows that the relationship between healthcare expenditure and total expenditure is neither long-term stable equilibrium relationship,nor Granger causality tests.And government health expenditure is influenced by spending last year and the year before last,and changes in total financial expenditure will not directly affect the change in government health expenditure,and vice versa.So the government health expenditure growth mechanism has not been truly form,and it should be take sufficient attention.Finally,a brief analysis of these causes and make related recommendations.
