摘要 为提出面向水库大坝安全管理与应急响应两大业务领域的整体解决方案,以数字地图为基础,集成自动化安全监测、水库防洪调度模型、安全状态分析评估等功能模块,引入基于事件的应急响应理念,建立了基于信息技术的水库大坝安全管理与应急响应信息系统。系统体现中国现行水库大坝管理法规和实际业务流程,涵盖大坝安全管理、水库调度、应急响应3大业务,有利于水库大坝各级管理机构协同完成水库大坝的日常运行与应急管理。示范工程应用表明,系统有效、实用、直观、开放,可为水库大坝安全管理与应急响应提供一套全面且强有力的信息化技术手段。 This article aims at providing an overall solution scheme for dam safety management and emergency response system. Through integrating functionality modules such as automatic safety monitoring, flood control model and safety status analysis and assessment model based on digital map, and importing an event - driven mechanism for emergency response, the dam safety management and emergency response system is established using information technology. The system reflects the current dam management regulations and real operation process in China, covers three typical respects such as dam safety management, reservoir operation and emergency response. By establishing a multi -level coordinated scheduling mechanism, the presented system can help the dam administrative agencies of different levels to carry out daily operation and emergency management tasks. The application result of this solution for a pilot project shows that the systems is effective, practical, highly visualized and open, providing a set of comprehensive and powerful information - based technological tools for the safety management and emergency response of dam.
