摘要
目前我国社会经济发展已经走到了一个新的转折关头。只有在社会经济发展的一些问题解决之后,改革和经济发展才能够进一步进行。从经济整体发展和运行机制角度方面来说,目前我国经济发展的主要问题有:经济发展结构失衡;各种生产要素市场建立不完备;在经济运行发展过程中,生产要素方面存在的主要问题有:失业问题严重,企业自主科技创新能力还不强;另外,金融危机对我国的经济影响巨大。如何解决这些问题,是摆在我国各级政府面前的主要任务。在这些问题的解决上,建立完善的社会保障体系意义重大。社会保障的完善可以改善我国经济结构失衡的问题;长远来看,完善社会保障可以解决我国的劳动力就业的问题,可以完善我国的生产要素市场的建立,推进企业的自主科技创新,从而规避金融危机的影响。由此,完善社保是解决目前我国经济进一步发展问题的关键所在。
Currently our social and economic development has reached a new turning point .Only af-ter some problems in social and economic development be solved,can reform and economic development be able to proceed further.From the perspective of the development of economic and operational mecha-nism Overall,the main problems in China’s economic development are:the structural imbalance of eco-nomic development;various factors of production market being established incompletely;in economic de-velopment process,unemployment problem being serious,the enterprise independent innovation capabili-ty being not strong;in addition,the financial crisis having disturbing us.How to solve these problems,is the main question to our government at all levels.To address these issues ,the establishment of a sound social security system is helpful.Improving the social security can be helpful to overcome China’s eco-nomic structural imbalance;in the long run,it can be helpful to employment,to the establishment of Chi-na’s market of production factors,and to promote independent innovation of enterprises,so as to avoid financial crisis impact.Thus,the improvement of social security is the key to the further development of China’s economy.
