摘要
考察一个地区综合竞争力和未来发展潜力,区域软实力越来越多地成为人们关注的焦点。随着国家创新驱动发展战略和增强国家文化软实力战略的实施以及国内新一轮区域竞争的加剧,创新型人才培养在提升区域软实力中的地位和作用日益凸显。对于发展水平不高、创新能力不强而人力资源丰富的河南省来说,培养创新型人才不仅能为本地区经济社会发展提供坚实的智力支撑,成为缩小与先进地区发展差距、发挥后发优势的助推器,也是破解区域经济社会发展难题的关键,更是提升区域居民文明素质、增强区域凝聚力和吸引力的重要途径。要想使河南省在新一轮区域竞争中脱颖而出,就必须通过加大创新型人才培养力度来提升区域创新能力,进而提升河南区域软实力。
When a region＇s comprehensive competitiveness and the future development potential are investigated,regional soft power is becoming the focus. With the carrying out of national innovation driven development strategy and strategy of enhancing national cultural soft power and with the aggravation of new round domestic regional function of innovative competition, the position and personnel training in the course of improving regional soft power are becoming increasingly important. For Henan Province, which has abundant human resources with low development level and weak innovative ability, innovative personnel training not only provides local economic and social development a solid intelligence support, and becomes a booster of narrowing the development gap with the advanced area and exerting the advantage of backwardness, but also is the key to solve the problems of re gional economic and social development, and is an important way to enhance regional residents quality of civilization and to strengthen regional cohesion and attraction. In order to make Henan Province emerge in the new round regional competition, much more needed to be done for innovative personnel training to improve the regional innovative ability, and then to improve the regional soft power of Henan Province.
