摘要
伊犁州直长期执行煤炭限价政策,使煤炭行业处于微利和亏损状态,政企矛盾突出。通过调研,从政策、历史、成本等方面分析了煤炭价格被扭曲的原因,提出了煤炭保供稳价工作中需要解决的突出矛盾和问题,以及调整煤炭价格管制政策的可行性和必要性,建议伊犁州直全面放开煤炭价格,发挥市场在煤炭资源配置中的决定性作用,积极为全疆煤炭市场化改革探路。
In the long run,Yili Prefecture holds policies to restrict the coal price,leading to meager profit and deficit for the coal industry and prominent contradiction between the government and enterprises. Based on investigation and study,the reasons of the coal price deformity are analyzed according to the policies,history and cost and so on. The prominent contradictions and problems which should be solved in order to insure the supply of coal and price stability are proposed as well as the feasibility and necessity to adj ust the coal price controlling policies. Suggestions are made that the Yili Prefecture should loosen the coal price in full swing and make the market play a decisive role in the coal resource allocation. The methods to realize the marketoriented reformation of coal in Xinjiang should be sought for actively.
