摘要
社保法关于统筹区设立经办机构的规定,为统筹区经办机构垂直管理体制提供了法律依据。本文从理论上分析了经办机构垂直管理体制的优势和不足,揭示了省级垂直管理体制遭遇的尴尬及其原因,提出实现统筹区经办机构垂直管理体制的可行路径。
The Act of Social Security specify the establishment of social insurance agency in overall planning area, which provide the legal basis for the agency to carry out vertical management. In this paper, the advantage and shortage of the vertical management system were analyzed theoretically, the difficulties and its cause which were met in the provincial vertical management system were revealed, and the feasible ways to achieve vertical management were proposed.
