摘要
新城建设是快速城市化条件下城市空间发展的内在要求,也是优化城市结构的有效模式之一。21世纪新型城镇化的发展理念给我国新城的建设提出了新的要求。针对目前我国大多数新城功能单一、资源配置效率低下等问题,本文提出了新城发展的"三重双赢"理论—即新城与中心城区的联动双赢,新城内部就业和居住的互动双赢,以及新城内部基于需求外部性的产业间双赢,以更好地支撑中国的新城建设和城市的可持续发展战略。
New town construction is widely requested under the condition of the rapid urbanization, which is also an effective way to optimize the urban structure. The idea of new urbanization put forward more requirements on the country＇ s new town construction, while the present new towns still face many problems such as single function, inefficiency of resource allocation and so on. This article puts forward a new concept of 3Win-Win in new town construction, elaborates the industry relevance between new town an city center, the balance of job and housing in new town, and the relationship of core industry and supporting industries inner new town based or＊ externalities. The concept of 3Win-Win aims a better and sustainable developnwnt of China＇ s new towns.
