摘要
住房问题是关乎社会稳定大局的民生问题,也是发展问题。如何解决我国中低收入阶层的住房问题,已成为从中央到地方各级政府的工作重点之一,反映出我国建设保障性住房的紧迫性。新加坡的以立法保障住房用地供应、实施多渠道购房融资,以及完善组屋分配等组屋政策,其成功经验可以为解决当前我国城镇中低收入阶层的住房保障提供一些有益借鉴。结合我国国情,我国在保障居民安居乐业方面政府不能缺位;同时要建立完善保障性住房管理运行机制;健全住房保障政策动态调控机制;循序渐进,倡导新型住房消费模式。
Housing problem is closely related to the quality of individual＇s life as well as social stability anddevelopment. In China, solving the housing problem for the low-income groups has become one of the centralconcerns of both the central and local governments. It apparently reflects the urgency of the construction ofsubsidized housing. On the basis of our study of the success of the Singaporean government＇s housing policies,this paper suggests a few strategies the Chinese government could adopt in solving the housing problem.
