摘要
资源问题在国际事务中长期占有重要的地位,资源外交向来是世界经济大国外交工作的重点之一。然而在理论上关于资源外交的内涵外延、演进脉络及相关概念架构目前仍不清晰。本文正是想尽力对这些基础性问题进行一些初步探讨,期望能对我国的资源外交及相关研究提供有益的借鉴。本文得出的主要认识有:资源外交是国家在资源领域开展的定向外交,其范围涉及石油、天然气、稀土、铁矿、有色金属及其他重要战略资源的对外贸易、勘探投资、开采加工、技术研发、物流运输等广泛的内容;资源外交起源于殖民地时期的对外掠夺,发展于工业化进程中的资源全球配置,大行于高价能源时代的大国博弈;美国、俄罗斯、日本和欧盟在全球资源外交中已赢得了领先地位,而中国是一个后来者;研究资源外交,既要分析全球地缘经济、地缘政治的普遍规律,又要深入总结适合我国国情、于我有利的外交机制、行为和经验,这是一项理论性、政策性、实践性很强的研究任务。
Resource problem plays an important role in international affairs, and resource diplomacy has been the key job in the economic power＇ s diplomacy policy. However, in theory, it is not clear about resource diplomatic connotation, evolution process, and its conceptual framework. The authors try to do some preliminary discussion on these questions, hoping to provide some useful reference on China＇ s resource diplomacy and related research. The main ideas made in paper are Resource diplomacy is a kind of directional diplomacy in the field of natural resources, including many perspectives, such as petroleum, natural gas, rare earth, iron ore, nonferrous metals and other important strategic resources＇ foreign trade, exploration investment, mining processing, technology development, logistics transportation, etc. Resource diplomacy originated at the plunder in colonial period, formed in the worldwide resources allocation in the industrialization process, and developed in the great-power game at high-priced energy era. USA, Russia, Japan and the European Union have won a leading position in the global resource diplomacy, however China is a latecomer. To do research on resource diplomacy, the researchers should not only analyze the general rule law of global geo-economics and geopolitics, but also summarize diplomatic mechanism, behavior and experience which is good and suitable for China＇ s national conditions, which is a strong theoretical, policy, practical research task.
