摘要
创新驱动是实现"中国梦"的恒久之源。市场经济具有促进创新驱动的内在功能强点,在推动创新驱动中应发挥其决定性的作用。但"好的市场经济"也可能催生投机主义,导致创新动力不足,亦即创新驱动的"市场失灵"。"市场残缺"与"市场失灵"的叠加会大大增加创新利益的不确定性,严重削弱创新动力,继而不断强化投机主义倾向。推动科技进步,实现创新驱动取决于教育与研究的不断发展;健全的创新利益保护制度是实现创新驱动的制度基础;建设"好的市场经济",培育创新主义逻辑意义重大;政府的创新政策对于弥补"市场失灵"至关重要。
Innovation is the key to the transformation of China economic development and the eternal source to realize the ＂China dream. ＂ The market mechanism can promote the innovation driving and should play its role fully, but experience shows, single market mechanism may also lead to the lack of innovation power. Technical conditions are the continuous progress of science and technology which is decided by the development of education and research. System innovation is the first innovation drive to protect the interests of innovation. The primary institutional basis for innovation driving is protecting innovation benefits. ＂Good market economy＂ can cultivate innovative logics. It is crucial of government innovation policy.
