摘要
在简政放权的大背景下,如何转变职能、创新监管模式成为各部门研究的重点。本文选取空港口岸海关旅检部门作为具体研究对象,运用新公共管理理论、行政契约理论和风险管理理论,借鉴发达国家的先进经验,通过对空港海关旅检部门的职能分析,流程设置及风险管理的实现方式进行研究,提出通过订立契约框架,将部分事务委托,将有限的人力资源投入到风险管理中,建立隐蔽式、以风险管理为导向的旅客通关监管模式,实现监管有效、通关便利、支出缩减、服务提高。
In the context of streamlining administration and relegation,transformation of Customs functions and innovation of control models have become foci of research for differ-ent departments.This paper selects the Passenger Inspection Office of Customs at the airport as the obj ect of the study, and analyzes its functions, procedures and the practice of risk management by applying new public management theory,administrative contract theory and the risk management theory and referring to the advanced experience in developed countries.Finally, this article proposes to outsource part of functions by establishing contracts and to invest the limited human resources into risk management, so as to create covert and risk-oriented passenger clearance model and to accomplish efficient and facilitated clearance with lower cost and better service.
